Why is the forever marked through with a white line? Are they regular postage stamps you paid 49 cents each for that can be used to mail letters?

I 've yet to understand why they mark the "forever" out on the stock images of these stamps, but the USPS even does it in their stamp magazines an online, I'd say it's probably some kind of anti fraud thing or something like that, who knows :)
