Yes, I believe the US postal rates are the same when I ship to Alaska and Hawaii. (yet outrageous when I try for Canada. Go figure lol).

It says 13+, though I would say highschoolish personally. Its cute compared to most teen animes, but there are a couple words and things that I wouldn't quite give a nine year old.
