You don't have to have a PayPal account to send payments with them. You just go to PayPal.com and send it as a gift. Like a gift card.

You only need a persons PayPal email address to send money.

You click SEND MONEY on the main page of Paypal and enter the email address of the person you are sending it to. If they have PayPal mobile enabled, you can also enter the phone number of the person instead of an email.

It's pretty simple.

I think what they are asking for is the choice of a Paypal giftcard instead of other store cards that you would send. I guess you could purchase a Paypal card and mail that too if you didn't want to use the online transfer option. I'm not sure how that works. Hope this helps, have a great day!

Now that I think about it. I think you are right. PayPal would be considered like a cash payment because it's not an actual physical card although it is the same value it would still be a payment type. So I am sorry for asking. Still watching, because it ain't over till it's over. lol
