Yes it is complete and will work. It was made in 1882 and it runs on carbide in the bottem and water in the top. The water drips on the carbide and creates a flammable vapor .

you seem to know a lot about this, so how is it a head lamp? i can see the handle to hold it but how did it go on their heads? i couldn't imagine having something that big on my head trying to work in a mine

what you're looking at is not a handle it's the clips that hook to their helmets .
