It velcros and then has a clasp up front. If you have a small cat I think you could. But I'd measure your cat first, I'd hate for you to be in the same predicament I was in, haha.

I'll give the specs. When the bigger end is stretched a bit it reaches 14 in. the top part is about 10 in. My rabbits are as big as some small dogs. I'd measure your pets before bidding. :) Thanks for your interest!

I'm fairly sure. Mine are technically mini rex but they were bred big and I think I feed them too much. They would have fit them in their younger and less obese days. I added a pic for a better idea. the bigger end is about 4 inches in diameter if it's hard to read.
