You cannot jailbreak an iPhone 5, iPod touch 5, iPad mini or the new iPad running on iOS 6.1.3

Because Apple patched up the jailbreak. If you have an iPhone 4 or 4S, iPod touch 4 then you can jailbreak iOS 6.1.3

Well it's when you make a big error and your iPhone gets bricked. It means its dead. It can't be used anymore. You have to make a big gigantic error to brick it. If you follow my instructions you should never get bricked
