these are brass serial number plates for Pennsylvania railroad track repair equipment I got them when I worked for Conrail and every time some equipment can in the shop we removed them and replaced them with pot metal Conrail serial plates Conrail was a railroad put together by the government by buying up older railroads like Pennsylvania and Norfork western and B and O and others Conrail covered 17 states and half of Canada Fro a railroad collector these are highly collectible I worked for Conrail in the 70s and 80s I work in the system repair shop When ever some equipment came in everybody look for these Some guys even made belt buckles out of them some sold them to rail road collectors
