I hope you don't mind my saying so, but if it has a curved, indented center it is probably a spoon rest. If it is flat on top, it is probably a trivet. I've seen a lot of both in this kind of style.

Its part of a bathroom set and that's the soap dish for it lol Just letting you know my mom has the set in her bathroom the top of it has groves for the soap to dry . very pretty and nice auctions Fanned and Watching

Hello BlueberryLane, I tend to think it is indeed a paperweight, probably from the 1970's. BTW, not plastic, that's acrylic. People did that a lot as a hobby with all kinds of things back then; I've always heard that it was fun. I never got to try. This one is very interesting with all the seashells and sand dollars. Cool auction! Refraining from bidding-even though I do LOVE this stuff!!! =D
