Yes, it can be set to scan all CB channels, but no FCC license is required.

Other than channel 9 (for emergencies) my understanding is that law enforcement does not use citizen bandwidths. This is NOT a scanner for that purpose.

You are correct. Police departments can not even legally use CB band frequentcies to communicate. Most Highway Patrol and State Police agencies monitor emergency channel 9 as you said, but again its only used for citizens to call for help and police can't use it either to communicate.
