It is a nickel so it is made out of nickel. The dark coloring is probably the result of it having been buried in the ground at one time. I have successfully cleaned a few coins like this using Naval jelly and silver polish however most collectors would say that's a no no but I say if the coin belongs to me I can do anything I want with it
