It does have valour straps that hold it on..which you can make as small or as tight as needded

Are there just like a pair of underwear if you want to use liners it's up to you don't have to because they're washable... It's just material like a pair of underwear they will absorb but if you're using it because your doggie or Kitty or whatever leaks or has urine problems or goes in heat then I would suggest putting a baby diaper in it or maybe a rag or something
