It has never been used. It should work like new. This item came with a PS3 bundle purchased over 4 years ago and stayed in storage for the majority of the time between then and now.

It will work on a computer as a webcam yes. Depending on the model, it may require to be configured with device manager and some it may just plug and play. The short answer to your question is yes.
