I do not know anything about this planter except that it is very old.
It measures 5 1/2" long x 6 " high x 3 " wide.
It is marked on the bottom in green and reads " HAND PAINTED FLORANT CHINA JAPAN ".
The artist who painted this piece left some spots unpainted. I found one little chip on the front left corner of the basket and one chip on the back of the old mans hair.
This is a very old planter. It is in VERY VINTAGE CONDITION.
