I got this from the high rated Listia seller jimtabor961. He reported it is new and unused. The package was opened and resealed with packing tape. I removed it and the excess adhesive with adhesive remover. Since I have round tape seals, I put a new one on to make it look new and sealed, so if you are giving this as a gift, it doesn't look like a sloppy return. If this device doesn't work of course I will refund you no questions asked. You don't even have to return it...
