So, why are some of most of the pearls outer layer chipping off?

Pearls are created when Oysters get a irritant inside that they can not expel. So they build layer upon layer of coatings to make the irritant go away.
Quality just like anything else raises prices, so the less flaws the higher the price, more flaws lower the price.

I would say that it was brass and then gold plated. They have been packed away for many years so it looks a little tarnish.
