Hello! It says they're a size 24 but in the measurements it says waist is 13". Could you clear this up for me?

The Size tags says "24" , and then when the item is flat on the floor, from one side of the waist to the other, it measures 13" inches across, (3rd to the last picture.)

Is there a tag on the jeans or something that states the size? I've looked through the pictures but don't see anything on the jeans themselves stating "24" as the size. Am I, maybe, missing something in the pictures?
