Yes the value is fifteen cents. If you have a letter that weighs a tiny bit more then 1 ounce then adding this .15 stamp allows to be added to the forever stamp for the overage of 1 ounce. Also it can be used as a non machinable charge if the letter you are mailing is not able to go through the machine without getting ripped open. This stamp comes in handy to add to any other postage.
