Ok, then can I ask why it's showing, what looks to be, a voice message notification at the top of the phone screen? Just curious, I may be mistaking it for something else.

Even though I don’t have service on it anymore for some reason it shows a voicemail notification even after I reset the entire phone.

Oh, yeah I've had phones do some strange things like that too, it's quite frustrating. Have you tried going into the phones settings and clearing all data? Not the resetting part but just clearing the regular phone data? I've found that sometimes it helps to clear unwanted notifications that won't go away.
