Please explain USED but uncanceled? Have these stamps been put on an envelope and then cut off? Or have they been cut from mail that has been sent thru the PO but the stamps were not ''postmarked/canceled? Thank you! :)

these were on envelopes that went through the mail but have no cancellation mark on them
