Below is what is says on the CD. I have the authenticity label which was never placed on the PC, it is still attached to the original paper that you remove it from to place it on your PC. The looks of the CD appears that it has never been used so I can only assume that it was never used. I got it free with some stuff that a friend of a friend was giving away. So as for it being a reinstall and not a complete install I do not know.

For distribution with a new PC only. The Certificate of Authenticity label should be attached to your PC. For product support contact the manufacturer of your PC.

Being in the computer repair business for a while now, I'm gonna say that this is a installation disk, since the key comes with it. Lets say I built a computer. I would place the Label on the side of the computer and use the cd to install windows using the key provided, however the cd would work as long as you had valid Windows 2000 key.
