You are bidding on an IPAQ PDA/Cell Phone.

It is internet capable and has built in WIFI, it was originally made for t-mobile but has been unlocked so any cell phone carrier can use it (given that they use sim cards).

It has some wear on the back but overall is in great condition.

Optional Keyboard (it has one on screen but some are more comfortable with it physically)

I was a tmobile SIM card so I simply remove it from my previous phone, put in in this one and I can use it instantly? No additional fees?

Yes I believe that is the case, however to be sure it would be best to confirm this with t-mobile.

It depends on your cell phone provider. You can connect it to wifi free of charge though.
