If you google "Droid incredible 2 specs" it will show you all features of this phone. And no you don't need a Sim card in it to get on WiFi

I have a Verizon and they are interchangeable with T-Mobile sims just put in the correct APN and your good.

It means you can only use Verizon. It hasn't been unlocked so you can use any carrier.
