Lovely tray, but it is not silver, it is silver plated.
F.B. Rogers began in 1883 (hence the 1883 trademark), and specialized in "quadruple silverplate". In 1955 they became a part of National Silver Company.
If the piece were truly silver, it would be marked as such.
