this phone can text and call. not all phones have sim cards. this is a phone that does not nor has ever had a sim card. it doesn't even have a slot for a sim card.

it is thru verizon so if you already have a verizon account you just call and they will activate it on you account. If you don't have an account you have to take it into verizion and get an account and they will set it up.
