It does take a sim card. Don't know if the phone is unlocked for any network, or still just for AT&T service.

It does come with a charger. It powers on, seems to charge okay. I haven't seen how well it holds a charge, and the battery seems a little swollen like it should probably be replaced or something. It does seem to work just fine though, and it was being used until he got a newer phone.

Sorry, but domestic shipping is $5.80 and international shipping to India would cost me $23.95. That's just too high for me to swing.
