The first set was issued October 12 for the European Postal Congress in Vienna. The three stamps depict a Postilion and a map of Europe, a Postilion on horseback and a globe, and a Postilion on horseback.

Later, during the European Postal Conference, the previous stamp set was overprinted "19 OKT. 1942" to celebrate the signing of the European Postal - Telegraph Agreement at Vienna.
