So what you are saying is that if I took them to the dry cleaners and they were steamed and pressed they would be 36", correct?

No --- that is for the stretch in the elastic. Smallest when simply hanging, and the 36" is as big around as they get. They would most likely be a bit uncomfortable at that point since no stretch would be left.
