This is a rare BNIP mini jersey from a special set of 2007-08 Upper Deck trading cards. These jerseys were deemed to be too expensive to produce, so they no longer make them. They were only produced for a couple yearly sets, and that was it. The away version of the jerseys are even more rare, but as any fan can tell this is the home version.

I do can't see the number or name on the jersey, but it is more than likely of a star.
