It has two strings. Id say to tie around the neck (?) It is layered-it comes about knee to mid calf, depending on how tall you are. I am 5' 7.

I do not think I have a measure tape, Ill look for one! Im a 3-5 (pants) and it fits me, it is pretty stretchy!
