Your talking about the Samsung galaxy 3? It does fit because it uses a micro sim card. I had that phone before in the past. So it will definitely fit.

No, It's a starter kit. It's to get you started by giving you a sim card, so you can activate it either on a non contract T-Mobile monthly service or on a prepaid service. If you choose prepaid, then you do have to add and buy minutes.
