No it doesn't have mineral oil, but it does have sesame seed oil, jojba oil, avocado oil, sweet almond oil, and a few more oils. And yes you can use outside.

Lol. I guess my question is. ... is it made for indoor tanning mainly? Some oils damage the acrylic on the bed :(

Right most do, but this is made for both indoors and outside. I use to own a tanning salon and we used it.
