These were probably old-time sewing scissors. Ladies kept them in their sewing basket by the fireplace keeping warm while they were doing their mending and darning socks.

Even if they don't right now...a fine dremel tool and some mineral oil should get them sharp again. I have several pair... and they work fine...as long as the blades are in line.
