Can it be let back out to 18W? Its just stunning but I wear 18W or 2X so just wondering if I can easily lose a couple stitches n restore the original size?

I cut out the inseam when I took it in.but I wear an xl and even after taking it in it was still big.the fit runs big.its a really pretty blouse .very sexy and classy looking.i wanted to wear it so much.but it's big in the bust and hip area.
