It is a Fragonard scene....very popular in jewelry as well as china plates,vases,etc
Very pretty! I found a metal trinket box with with turquoise enamel on lid and porcelain medallion on lid with the same Fraginards scene as the one on your brooch. I'm not finished the research on it and still debating on if I should list it on listia. Fanned and watching.
I don't know a lot about jewelry but I guess it could be either. My guess is painted. I got this out of an old jewelry box I bought from estate sale. Sorry I can't help you more.
With a magnifying glass I can see the name Fragonard in lower left just below the mans feet. I don't know if this brooch is painted or a transfer. Nor do I know how to tell the difference. if anyone one has any info on the trinket box I mentioned above. I sure would appreciate it. Thank you.
