I am not really sure what this item is called so I am calling it a travel pouch. If you know the correct name, please let me know.

Travel pouch with picture of Middle Eastern building on front. The Qatar Airways logo is in bottom right corner. The back is a silver grey color (picture 4). The zippered pouch is 6 1/2 in high, 5 in wide and has a 42 in string so it can be worn around the neck. It is the perfect size to hold a passport or ID or a small wallet or some cash or tissues or a small hand sanitizer.

Possible uses: to carry ID and a some cash when taking a walk; carry a credit card or cash for that quick trip to the convenience store; give to a little one to carry their small treasures.
