Each package contains the pcs. for (1) complete figure. The Ultra Rare is Head, (2) Arms, (2) Legs, Torso, weapon and instructions. Some figures in this line also have swappable armor so you'd have a couple extra pcs. No more than 10 pcs.

Will do. I think they try and keep the Army builders as more common, i.e. Green Spartans or Marines or Grunts. The more Rare or Ultra Rare or Chase are just the ones you need a few of.
