If a person waits 37 days to get the product, how do they open a dispute if never received? I ask this because Listia closes the listing to disputes 30 days after you say you've sent the item. So what does one do in that situation?

I've been trying for months to get an auction reopened and LISTIA just keeps saying my ticket request is solved. I never received an item back in October and the seller continues to have auctions but won't respond to me and I paid for shipping I tracked the item it got to the post office that is the last drop off before ours and it never left according to the tracking info. So if u figure out how to get something done I wish you would let me know id appreciate it
