can you tell me the exact length? "below the knee" depends on how tall a person is; so that's vague-- also what is the fabric? Thanks!

I don't have a tape measure, I am 5'4" and it comes midway between my knees and ankles

The tag says 100% cotton ,it's like woven but not like tweed or wool , I hope that helps
