What about the shipping from the site or store chosen. For example, I find a super cute halloween costume on amazon for $24.99. But the shipping (from amazon) is $11.00... do YOU pay the shipping from AMAZON and pay the shipping TO ME FROM YOU? or are you wanting the $25 to cover the item plus the shipping the site charges we pick from?

If a listing is offering Free shipping, it must be unconditional. Meaning if you win, and you choose an item for lets say $24.95 ( thats $25 or less) and there is a $5.00 shipping charge, then that would be covered by the seller as well. Hope this clears up any potential confusion.
