tape these to the inside of an old greeting card and it will only cost you a postage stamp to ship... I've done it..lol =)

Yes, you get all the bands pictured in the pic...and use them to *make* finished hair accessories by crafting/attaching bows/flowers and whatever you want to make them prettier. Sorry, I did not expect these kinds of questions lol. If this were a pattern for making the pictured headbands I would have stated so.
