Fits newborns to toddlers 6-36 lbs. I say these would probably fit her until she turns two or three :-)

These will fit anywhere from newborns all the way up to toddlers. :-) they'rr like long leg warmers. Warm soft and stretchy.

Is this one size fits all? I would need for it to fit a tall big baby girl age 15 months, parent are both big and tall.

Yes, they should fit her. these are supposed to fit from newborn to 2 or 3 year olds, max 37lbs I believe. they are little leg warmers compared to the leggings with the waist band so there is more versatility.
