The phone is through Verizon. As far as cost to operate, that completely depends on the data package you get. Most 4g phones use SIM cards. The phone can be used on wifi, but in order to use it as a phone, you would have to use a 3rd party application. Otherwise, you can use any other features of the phone, including apps, email, and Web browsing.

What service and how much would it cost for me to use this phone and can i use it as wifi without service?
Would I need a sims card or something to use this phone?

Verizon and yes you will need to get it activated. As far as how much it cost I don't have a clue. But they have prepaid plans.
That is why I showed that the IMEI was clean where you can get it activated. Thanks
