Hardy Hibiscus (Hibiscus moscheutos), aka Rose Mallow, Swamp Mallow. Photo is of the actual parent plants, also posted at Dave's Garden.

These plants grow to between 2 and 3 feet tall, the flowers are large and develop toward the end of Summer, just as most other plants are losing their blossoms. Full sun or part shade. Truly beautiful!

Hibiscus are perennial, but in the colder zones they're deciduous--they'll die back for the winter and re-grow in Spring. You can plant them pretty much any time; in your zone you could Winter sow them and let them do their thing once the weather warms.
