It is founded on February 12, 1915 by the emperor Nicholas II by position of Council of ministers. This medal is considered the last medal of the Russian Empire This medal, apparently, the first-ever award founded in connection with mobilization of army


Persons who according to the official duties took part in planning or implementation of mobilization were awarded. Also carriers of troops, military and medical freights were awarded
The medal is made of light bronze. Diameter is 28 mm. On the face of a medal Nicholas II's portrait in a profile, without any inscriptions and regalia is represented. On the back a horizontal inscription in five lines:
