I'm not sure. It is adjustable. Usually they say a medium dog is up to 22 lbs.

Walking dogs on collars/leash method is very bad. Especially the smaller breeds, they can get permanent damage to the swallowing mechanisms plus much more. Please halter walk your dogs, fanned & watching my BB dog has grown out of her small. Hope we win it!

This would be snug on a 25 lb. dog. A adjustable large size would be best.
