how fast do these grow?

Well they take about a week to a week and a half to germinate. They take about 2 months before safe to transplant, and if you keep them in moist soil you will get blooms by late summer.
After the first or second bloom you will want to cut them back to make sure they spend their energy on rooting. They'll grow back fairly quick, and from then on you can deadhead them for your own seeds. :-)

These actually prefer colder weather. I'll have to check when the best time would be for you to plant them.. But I'm positive they grow there.

I bought a package of these seeds ans it states seeds need 2 years to show flowers. Do your seeds need 2 years also?

Yes. All Delphiniums need 2 years to produce blooms because after the first year you need to do a hard pruning so they can get thoroughly rooted. They will grow back and in the next 6-12 months they should boom depending on the soil conditions.
They also prefer cooler weather to be perennials undress of annuals
