This mail was delivered from Islington Liverpool UK. It has a 2 1/2 cent stamp from the UK. It is addressed to Charles W Penrose. I am related to him on my fathers side that is how I acquired this.

Charles W Penrose was a member of the Quorum of the Twelve Apostles of The Church of Jesus Christ of Latter-day Saints (LDS Church) from 1904 to 1911 and he was also a member of the First Presidency.
