The listing, Sexy Racerback Handkerchief Dress with Adjustable Straps NWOT has ended.

This is a gorgeous handkerchief dress that never got worn (except to try it on). It is labeled a small/medium, but due to its forgiving nature, I think it could fit a large as well. The chocolate brown ribbons can tie in a bow in the back for a waist-cinching effect, or flow freely. The majority of the dress is a gorgeous mermaid green color with flecks of gold coloring. There are no rips, stains, or tears, this is just a little more revealing than I like ;0)

s/m but measure 20" across before you tie it back, so could really fit most sizes. It's free flowing if you don't tie it in the back

How long is it from waist to shortest part of hem line??

That's hard to say since there is no defined waist of the dress. If it helps, I am 5'5" and you can see by the first pic how shorts the shortest part is. It gathers, though, so your leg is not exposed as high as the cut. I am not home to measure, sorry.
