the nail polish is just as bright! its really cool you just have to use a white base or bright color. and actually my friend lives in texas and the woman who owns the salon she goes to did her nails like this for halloween last year and she texted this to me so sorry i dont know. i can ask her though :) i do know you cant use flash. but ill reply as soon as i ask thanks :)

That picture is actually an OPI nail polish that glows like that! I have been looking for it everywhere but no luck good luck making it yourself but that is a Google picture.......
