Yes they are portable routers, once activated, you can have up to 5 devices run off of them at same time.

there are different costs for how much data you want to use, you can go onto Verizon's website and see the prices. it does not have to be plugged in as long as the battery is full to use it, the plug and usb cable are only for charging it.
